  • Developed CharlieBot with Surigao LGU IT staff, bringing service requirements, document status, and office-routing history into a mobile app for citizens.
  • Built the cross-platform Flutter app (Dart, BLoC, Material 3) for chat, voice conversations, document tracking, and maps, with speech recognition, spoken replies, and on-device conversation history.
  • Built the Python FastAPI backend, with REST endpoints for chat, replies streamed over Server-Sent Events, and text-to-speech, and deployed the system with Docker.
  • Ran an LLM locally through Ollama and grounded its replies in city information through a RAG layer.
